The Nasarawa State House of Assembly held a public hearing to deliberate on a proposed bill aimed at regulating mining activities in the state.
The event, organized by the House Committee on Environment and Natural Resources, sought input from stakeholders on the “Bill for a Law to Provide for the Regulation and Control of Issuance of Land Consent and Community Agreements to Mining Entities by Mining Communities and Other Matters Related Thereto.”
Prof. Abdulkarim Kana, a Senior Advocate of Nigeria, highlighted the constitutional powers of the Nasarawa State Governor and House of Assembly to legislate on environmental protection for the state’s development.
He emphasized that the bill would curb illegal mining, boost revenue, and enhance socio-economic progress. Prof. Kana also urged miners to adhere to Community Development Agreements in line with global best practices.
Mohammed Adamu Omadefu, Chairman of the House Committee on Environment, explained that the bill aims to streamline mining consent processes, address conflicts, and protect the environment.
He reassured stakeholders that their contributions would be incorporated to ensure the bill’s effectiveness.
The bill’s sponsor, Daniel Ogazi (APC-Kokona East), noted its potential to foster peace and unity in mining communities, reduce illegal mining, and enhance security.
He clarified that the bill complements federal mining laws and strengthens existing regulations to address specific challenges in Nasarawa State.
Stakeholders, including Kwanta Yakubu, the Commissioner for Environment, called for strict adherence to due process before granting mining permits.
He stressed that unauthorized licenses would be deemed illegal.
Other contributors, including legal experts, women’s advocates, and ministry representatives, emphasized the need for stiffer penalties for violators, protection of women and children in mining communities, and clearer social responsibility definitions for miners.
The public hearing underscored the importance of collaboration between federal and state ministries, as well as the commitment to safeguarding the state’s environment while fostering sustainable mining practices.
